Rose Quartz on the Steven Universe wiki
5,000 years ago Rose, a Gem from another planet, led her fellow Gem allies against their own home world and her own people. Disagreeing on a massive level with what her people were doing to other planets, particularly Earth which she herself had become enamored with, Rose decided to take charge and prevent the planet's leaders from continuing on with their environmentally damaging take over of Earth. She did so knowing full well that, behind their good intents, she was dooming herself and her allies. Should they win, the would never be able to return home. Lose, and they would be brutally killed.
The war waged, Gems and humans alike dying on both sides, but in the end Earth was defended and Rose's newly named "Crystal Gems" were left behind to continue defending Earth should any further threats come along. Rose, of course, stayed with Garnet and Pearl, the two remaining Gems from her allies and another Gem created on Earth named Amethyst. The four took up residence in a temple hidden in a cave of a small coastal area that was later inhabited by humans and called Beach City.
For centuries they remained hidden there, silently, secretly protecting Earth from Gem threats. They kept themselves solitary from the growing human population around them, deciding it best that their presence be left unknown to those who might become caught up in their actions.
Rose, however, couldn't keep herself away forever and some time in the early 1990's she went for a solitary walk on the beach beyond the temple only to come across a young man giving a one-man band performance to... empty seating. She stayed for the show, enjoying his music enough to applaud for him and even come talk to him at his merchandise table. They discussed the theme of his songs and record (space) and he even offered her a free teeshirt with the album. However when he left to get a larger shirt and was held up by his manager she abandoned the show area.
"Mr. Universe", or Greg as he was more commonly known, perused her anyway and had a very odd (and slightly violent, thanks to Garnet) encounter with the Gems before Rose stopped them from sending him away. He gave her the shirt and ran off, hoping that their "stars would align" so that they could meet again.
They aligned sooner than expected when Greg returned that night, having abandoned his abusive manager and his lacking career to get to know the "mysterious pink woman" better. Rose tried to usher him away, saying that his life was short and giving up everything he wanted for her wasn't something she wanted him to do. He won her over anyway by declaring that she was what he wanted.
Maybe it wasn't love at first sight on her part, but that was enough to get her to entertain the idea of spending time with a human - an act that eventually did turn in to affection and love for the young man known as Greg Universe. They spent much of the next two decades together, and for the first time in 5,000 years Rose had made a connection with the humans she had spent so much of her existence defending.
Personality:
Unfortunately, as is wont to happen with characters that are important to a series but are already passed by current events, a lot of what is known about Rose has to be inferred posthumously. Thankfully she was a character that many of the mains were loyal to, and is brought up often in fond memories and discussions about her, her role, and her powers.
As stated above, Rose was incredibly enamored with Earth. This wasn't just a mere state of curiosity about an alien planet - her love for Earth was easily tied in to her love for all living things. As Pearl stated in an episode, Rose found beauty in anything, even things that were ugly. Steven, though knowing very little about his mother in canon outside of what he's been told, believed strongly in Pearl's words to the point where he even told Lars that she would find beauty in a "jerk like [Lars]", indicating that Rose was likely a very magnanimous person with a large, kind, giving heart.
This is equally backed by the fact that she had the ability to heal, but would do so with her own tears. It was stated that she would feel deeply when those around her were in pain, injured and suffering and such compassion would come through with the tears she would shed for the suffering. Even her statues in the fountain filled with her tears were given spouts through the eyes, making them look as though they were crying in to the pool. She dealt in love and empathy - a trait that made her conviction even stronger to protect the people of Earth.
However Rose was no pushover. While she had a weapon that was more purposeful towards defense than offense, she was described as being a "masterful tactician", one that was even respected deeply by her enemies on the battlefield. The Gem, Jasper, went so far as to give her praise (though the comments were directed at her very confused and frightened son) while expression frustration that she had lost her chance to face some one of Rose's caliber on the battlefield. Pearl lauded her ability to lead and inspire others to follow her while claiming that the mark of a truly good leader was knowing what to keep from your allies and what information needed to be released. All of this shows that Rose was a woman of intelligence and cunning as well as being one of kindness and compassion.
Even with her role as a leader and the starter of a full on universal rebellion, Rose seemed to have the most "human" traits out of all the Gems. While likely being at least a little socially awkward (mainly due to her self-imposed separation from humans for most of her time on Earth) she was still the one shown to be the most kind, willingly outgoing and optimistic - traits she passed on to Steven later on. She had a strong, charismatic personality that was more than enough to catch the eye and heart of some one like Greg.
And though she was considered a leader she was far more than that to the Gems, acting in motherly, sisterly roles when they weren't in battle and caring deeply for her companions that elicited not only the same in return but a deep trust and loyalty. Over all Rose was a Gem that showed her kind didn't have to be cold, methodical conquerors of worlds and instead could be beings capable of embracing life and everything that comes with it.
Powers:
✪ Shape Shifting: Not something Rose is ever shown to do in series, but Pearl explained in an early episode that all Crystal Gems had the ability (Amethyst just liked to abuse the power) and could turn in to a variety of objects or living things. However it's not a 1:1 shape shift - traits like hair, eye and skin color will often remain even if it's an animal or person that does not have that sort of tone. (See Amethyst's transformation list for examples)
*Will be limited to 3 times a day if used at all.
✪ Healing Tears: Rose has the ability to heal with her tears, and this is not limited to just gems. It was her compassion for all living things that manifested her ability to heal, hence why they come through her tears and why the fountain that contained her tears came through the eyes of her statues like tears. She can heal cracked/damaged gems, though corrupted gems seem resistant to this ability. She is never shown healing a human on-screen, but Steven gained the ability through her (granted through spit, not tears) and he was capable of healing Greg's broken leg. It would stand to reason that Rose could do the same, though chances are mortal injuries in either gem or human would be beyond her abilities.
*As this is a physical part of her body, it would be considered an "always on" ability. Of course she would be required to shed tears in order to do anything with it.
✪ Phytokinesis: Rose has the ability to grow exceptional flora that can blossom almost overnight. Along with that, she was capable of making flora that could become sentient and respond to her as a guardian and protector. Unfortunately a side effect of this is that should she fail to tend the sentient plant life it will often develop a consciousness entirely of it's own and overrun and area while still being capable of attacking and harming others.
*So as not to overrun the Bastion in sentient plant life, giving sentience will actually be restricted to three times total. Beyond that Rose will only have the ability to coax other plants in to growing faster/larger but with no other effects to it.
✪ Weapon summoning: From her Gem, Rose can summon a large rose-motif shield that is capable of blocking powerful attacks.

✪ Fusion: As with all gems, Rose is capable of fusing with other gems to become a stronger, more powerful being. In-series Steven, her half-human son, was shown fusing with another full human, however chances are with Rose being a full Gem she likely won't be able to fuse with anyone at all. Even if another Gem were to show up a fusion with her hasn't been shown yet, so this power will be completely inert upon arrival.
✪ Regeneration: Like all other Gems, Rose can retreat in to her gem entirely upon severe damage that is unable to be recovered from instantly. Time in the gem varies, though it seems to be entirely up to the Gem themselves and not based on severity of injury. Returning upon retreat brings about a full regeneration and often comes with at least some noticeable differences to the Gem's physical form.
